I am trying to follow Fitzgerald v. Barnstable School but I keep tripping up when the word ';preempt'; is used. For example, ';...the issue of whether Title IX, the statute in the abstract, preempts an Equal Protection Clause claim...';When referring to civil rights cases what does ';preempt'; mean?
