No, and not always in criminal cases if the state has the death penalty or laws that are not equitable to Cdn law. If you wish to sue an individual in a civil matter you have to file the suit in the Canadian court and keep in mind Canada does not allow frivolous law suits. In the case of Family Law you apply via the Family Law court system in Canada
