As long as the person being investigated is not a minor - or had whatever offense logged when they *were* a minor - then you should be able to locate anything pending...so long as a complaint has been filed with the local court system.
Contact the courts for the area you live in, and in some cases you may need to file a Freedom of Information Act request - in the case of a criminal complaint or proceeding (including warrants).
call the records office in your state, county , city they should know or be able to tell you whether or not there is something pending
